Senate Leader Says CLARITY Act Unlikely to Pass Before August Recess

At least 60 votes are required to pass the bill, but Republicans hold only 53 seats, and no Democrat currently supports the legislation. The main point of contention revolves around ethics clauses and alleged conflicts of interest linked to President Donald Trump’s crypto activity. Amid this political stalemate, prediction markets such as Polymarket dropped the odds of approval this year to 37%.

With a tight legislative calendar and priorities focused on the national budget, the debate could be pushed until after the November elections. In the meantime, regulatory oversight of the sector will continue to rely on executive orders and provisional rules.
