Pakistan Is Turning Market Access Into a Regulatory Process

HTX is progressing through Pakistan’s new virtual-asset framework after receiving a No Objection Certificate from the Pakistan Virtual Assets Regulatory Authority, or PVARA.

The distinction is important: an NOC is preliminary clearance, not a full operating licence. PVARA’s framework requires firms following this route to complete Financial Monitoring Unit registration, establish a Pakistani subsidiary under the Companies Act 2017 and then apply for a VASP licence.

That process changes the economics of entering Pakistan. Global exchanges seeking a durable presence increasingly need local corporate infrastructure, compliance systems and regulatory relationships rather than relying exclusively on offshore operations.
