Taiwan FSC Plans Mandatory Travel Rule Reporting for Every Platform‑to‑Platform Crypto Transfer

The Financial Supervisory Commission of Taiwan (FSC) announced plans to require cryptocurrency platforms to transmit information about their customers in all domestic transfers between virtual asset service providers (VASPs) starting in October 2026. The measure would apply the Financial Action Task Force (FATF) Travel Rule regardless of the amount involved in each transaction.

Transfers exceeding 30,000 New Taiwan dollars (approximately $930) would trigger additional information requirements, such as the sender’s date of birth and address for individuals, or the official identification number and registered address for legal entities. Receiving platforms would also be required to verify the beneficiary’s information against their own records. Taiwan’s FSC also plans to extend the scheme to transfers between domestic and foreign platforms before the end of 2027.

Taiwan incorporated the Travel Rule into its anti-money laundering regulations in 2021, but never implemented it, citing regulatory differences between countries and technical incompatibilities in cross-border information transmission systems.
