SEC Moves to Modernize Decades-Old Rules for the Blockchain and AI Era

The U.S. Securities and Exchange Commission (SEC) presented a historic proposal to comprehensively modernize transfer agent rules that have been in place since the 1970s. Paul Atkins, Chairman of the regulatory agency, said this reform seeks to bring recordkeeping and settlement in line with modern infrastructure, formally integrating electronic communications, blockchain technology, and artificial intelligence into securities operations.

This initiative represents a key step forward for real-world asset (RWA) tokenization and the Web3 ecosystem. By adapting operational workflows, cybersecurity, and settlements to on-chain environments, the regulatory framework reduces legal friction for chain-native transfer agents and strengthens the mitigation of operational and fraud risks.

The measure opens a clear path toward the institutional digitization of the financial market. The proposal will be open for public comment for a 60-day period in the Federal Register prior to a final vote.
